This thematic area measures steps countries have taken to integrate impact assessments, including both ex-ante and ex-post impact assessments, into the design, development, use and deployment of AI technologies
An impact assessment can be defined as ‘a structured process for considering the implications, for people and their environment, of proposed actions while there is still an opportunity to modify [or abandon] the proposed actions’, if the impact they pose contains a potential or actual threat of harm.
Harm, in this context, can be defined as ‘a wrongful setback or injury’ and, in legal terms, is often expressed as a ‘violation of an interest’. It is also important to note that harms can occur at the individual, communal, and societal levels.

Relevance
AI can significantly impact social, economic, and environmental aspects of life, offering both benefits and harms. Building responsible AI systems requires ongoing assessment of these impacts to ensure that measures can be taken to modify, revise, or discontinue the use of an AI system if it poses a serious threat of actual or potential harm at individual, communal, or societal levels.
