Public procurement is defined as ‘the process of purchasing goods, services, and works by governments as well as the enterprises which are paramountly owned by the state’. Generally speaking, public procurement processes are expected to be executed ‘efficiently’ and effectively in an effort to ‘safeguard the public interest’.

The AI ecosystem of service providers is rapidly evolving, encompassing both large established companies and smaller entities like start-ups and SMEs. These companies have varying procurement experiences, with larger companies often having an advantage due to their established relationships with procurement bodies. However, in AI system procurement, it is crucial to create a level playing field. The process should be inclusive and competitive, considering start-ups and SMEs. While established companies may struggle to deliver affordable innovations despite their procurement strength, smaller companies often excel at offering innovative AI solutions at more reasonable costs.
