The Global Index on Responsible AI (GIRAI) is the world’s most comprehensive assessment of how countries are governing artificial intelligence in ways that protect human rights, strengthen accountability and serve the public interest.
By examining policy frameworks, institutional practices, and enabling conditions, GIRAI offers a comparative view of how countries are ensuring AI systems serve society equitably, safely, and transparently.
Responsible AI requires more than principles. It requires evidence. GIRAI helps governments, international organisations, researchers and civil society understand how AI governance is taking shape around the world, where progress is being made, and where action is still needed.

The Global Index on Responsible AI (GIRAI), a flagship initiative of the Global Center on AI Governance (GCG), is made possible through the support of international partners committed to advancing responsible AI governance worldwide. This work was carried out with the aid of a grant from the International Development Research Centre (IDRC), Ottawa, Canada, and the Foreign, Commonwealth & Development Office (FCDO) through the AI4Development funding programme. GIRAI evaluates countries across core dimensions of responsible AI, capturing how governments, institutions, and societies address the risks and opportunities of AI. The index goes beyond policy intent to assess implementation, participation, and broader national context.
