The Global Benchmark for Responsible AI Governance

The Global Index on Responsible AI (GIRAI) is the world’s most comprehensive assessment of how countries are governing artificial intelligence in ways that protect human rights, strengthen accountability and serve the public interest.

The GIRAI provides an evidence-based assessment of national approaches to responsible AI.

By examining policy frameworks, institutional practices, and enabling conditions, GIRAI offers a comparative view of how countries are ensuring AI systems serve society equitably, safely, and transparently.

Why the Global Index on Responsible AI Matters

Responsible AI requires more than principles. It requires evidence. GIRAI helps governments, international organisations, researchers and civil society understand how AI governance is taking shape around the world, where progress is being made, and where action is still needed.

1

AI is reshaping soceity. Governance must keep pace

AI increasingly influences public services, economies and fundamental rights. Measuring governance helps ensure these systems serve people fairly and responsibly.

2

Better governance starts with better evidence.

Responsible AI requires more than principles and commitments. GIRAI provides structured, independent evidence to help governments understand what is working, where implementation is progressing, and where greater action is needed.

3

Human rights need measurable protection.

GIRAI assesses how countries are protecting rights, promoting inclusion and building accountability in the age of AI through a human rights-based approach to governance.

4

Tracking progress drives better governance.

Responsible AI governance is constantly evolving. GIRAI helps governments, international organisations and researchers , identify emerging trends and recognise areas where meaningful progress is being made.

5

Civil society needs visibility and leverage

Effective AI governance depends on public oversight. GIRAI makes government action visible, enabling civil society to engage and influence policy.

6

Accountability builds public trust

Transparent measurement strengthens oversight and responsible innovation. Accountability supports confidence in AI governance.

The Group

Supported by Global Partnerships

The Global Index on Responsible AI (GIRAI), a flagship initiative of the Global Center on AI Governance (GCG), is made possible through the support of international partners committed to advancing responsible AI governance worldwide. This work was carried out with the aid of a grant from the International Development Research Centre (IDRC), Ottawa, Canada, and the Foreign, Commonwealth & Development Office (FCDO) through the AI4Development funding programme. Additional support for the project was provided by the Government of Canada and the Inter-American Development Bank.

What the Index Measures Across AI Governance

GIRAI evaluates countries across core dimensions of responsible AI, capturing how governments, institutions, and societies address the risks and opportunities of AI. The index goes beyond policy intent to assess implementation, participation, and broader national context.
